Free Trade and Protection in Telugu 2026 | Tariffs, Quotas, Effective Protection, WTO | APPSC Economics

Tariffs, Quotas, Non-Tariff Barriers, Effective Rate of Protection, Consumer and Producer Surplus, Deadweight Loss, Infant Industry Argument, Anti-Dumping Duties, WTO Trade Rules, Free Trade Agreements

ఈ అధ్యాయంలో Concepts, Comparison Tables, Solved Numerical Problems, HTML/CSS Charts, India–Andhra Pradesh Trade Applications మరియు 30 Practice MCQs ఉన్నాయి.

1. Free Trade

1.1 Free Trade

  • Lower Tariffs and Quotas.
  • Greater International Competition.
  • Comparative Advantage-based Specialisation.
  • Access to Foreign Markets.
  • More Consumer Choices.
  • International Division of Labour.
  • Potential Technology and Knowledge Transfers.

1.2 Free Trade

2. Free Trade – Main Arguments in Favour

2.1 Comparative Advantage

2.2 Efficient Resource Allocation

Land, Labour, Capital, Technology

2.3 Consumer Welfare

2.4 Economies of Scale

2.5 Technology Transfer

2.6 Competition and Innovation

2.7 Export Opportunities

3. Limitations of Free Trade

  • Less Competitive Domestic Firms may Lose Market Share.
  • Adjustment Costs and Job Displacement.
  • Dependence on Foreign Supply Chains.
  • Exposure to Global Price Volatility.
  • Unequal Distribution of Gains from Trade.
  • Possible Environmental Externalities.
  • Strategic Dependence on Critical Imports.
  • Risks from Unfair Trade Practices.

4.1 Objectives of Protection

  • Protect Infant Industries.
  • Preserve Strategic Production Capabilities.
  • Address Unfair Trade Practices.
  • Support Employment during Adjustment.
  • Respond to Import Surges.
  • Maintain Essential Supply Security.
  • Promote Domestic Value Addition.

4.2 Protectionism Limitations

  • Higher Prices for Consumers.
  • Lower Competitive Pressure.
  • Possible Production Inefficiency.
  • Higher Costs for Downstream Industries.
  • Lobbying and Rent-Seeking.
  • Risk of Trade Retaliation.
  • Reduced Consumer Choice.

5. Free Trade vs Protectionism – Comparison

6. Trade Protection Instruments

Trade Protection

6.1 Tariff Barriers

6.2 Non-Tariff Measures

Quotas, Licensing, Standards, Technical Regulations, Prohibitions

Legitimate Safety and Health Measures

7. Tariff –

7.1 Import Tariff

7.2 Export Tariff

7.3 Revenue Tariff

7.4 Protective Tariff

8. Tariffs – Main Types

8.1 Ad Valorem Tariff

Ad Valorem Tariff = Customs Value × Tariff Rate / 100

8.2 Specific Tariff

Specific Tariff = Quantity × Duty per Unit

8.3 Compound Tariff

8.4 Mixed or Alternative Tariff

8.5 Prohibitive Tariff

8.6 Preferential Tariff

9. Ad Valorem Tariff – Numerical

Import Duty = 50,000 × 10 / 100
Import Duty = ₹5,000

Value after Basic Duty = 50,000 + 5,000
= ₹55,000

10. Specific and Compound Tariff – Numericals

10.1 Specific Tariff

Imported Quantity = 25 kg; Specific Duty = ₹200 per kg.

Specific Duty = 25 × 200
= ₹5,000

10.2 Compound Tariff

Customs Value = ₹40,000; Ad Valorem Rate = 5%; Specific Duty = ₹100 per Unit; Quantity = 10 Units.

Ad Valorem Duty = 40,000 × 5 / 100 = ₹2,000
Specific Duty = 10 × 100 = ₹1,000
Total Compound Duty = ₹3,000

11. Nominal Rate of Protection (NRP)

దిగుమతి పోటీ ఉన్న ఒక వస్తువు Domestic Price, World Price మధ్య రక్షణ కారణంగా ఏర్పడిన ధర వ్యత్యాసాన్ని Nominal Rate of Protection ద్వారా అంచనా వేస్తారు.

Nominal Rate of Protection (%) = [(Domestic Price − World Price) / World Price] × 100

Numerical Example

World Price = ₹1,000; Domestic Price = ₹1,200.

NRP = [(1200 − 1000) / 1000] × 100
NRP = 20%

12. Effective Rate of Protection (ERP)

Effective Rate of Protection

12.1 Main Formula

ERP (%) = [(Domestic Value Added − World Value Added) / World Value Added] × 100

12.2 Value Added Definitions

World Value Added = World Output Price − World Tradable Input Cost
Domestic Value Added = Domestic Output Price − Domestic Tradable Input Cost

12.3 Simplified Algebraic Formula

ERP = [(t − a × ti) / (1 − a)] × 100

t: Final Output Tariff, decimal form.

ti: Intermediate Input Tariff, decimal form.

a: Intermediate Tradable Input Cost / Final Output World Price.

12.4 Important Assumptions

Fixed Input Requirements, Given World Prices, Full Tariff Pass-Through

Important Exam Point: Nominal Rate of Protection Effective Rate of Protection Domestic Value Addedకు లభించే రక్షణను కొలుస్తుంది.

13. ERP – Fully Solved Numerical Problem

Given Data

VariableValue
World Price of Final Output₹1,000
World Cost of Tradable Inputs₹600
Output Tariff20%
Input Tariff10%

Step 1 – World Value Added

World VA = 1000 − 600
World VA = ₹400

Step 2 – Domestic Output Price

Domestic Output Price = 1000 × 1.20
= ₹1,200

Step 3 – Domestic Input Cost

Domestic Input Cost = 600 × 1.10
= ₹660

Step 4 – Domestic Value Added

Domestic VA = 1200 − 660
Domestic VA = ₹540

Step 5 – Effective Rate of Protection

ERP = [(540 − 400) / 400] × 100
ERP = 140 / 400 × 100
ERP = 35%

Step 6 – Shortcut Formula

t = 0.20
ti = 0.10
a = 600 / 1000 = 0.60
ERP = [(0.20 − 0.60 × 0.10) / (1 − 0.60)] × 100
= (0.14 / 0.40) × 100
ERP = 35%

Graph 1: Nominal vs Effective Protection

Nominal Protection vs ERP – Example
Output Tariff
20%
Effective Protection
35%
Scale: 100% bar length = 40%.
Illustrative numerical example, not observed policy rates.

13.1 Interpretation

14. ERP – Input Tariff

World Value Added = ₹400
Domestic Output Price = ₹1,200
Domestic Input Cost = ₹600 × 1.30 = ₹780
Domestic Value Added = 1200 − 780 = ₹420
ERP = [(420 − 400) / 400] × 100
ERP = 5%

14.1 Explanation

14.2 Negative ERP

Final Outputపై Protection తక్కువగా ఉండి Tradable Inputsపై Tariffs అధికంగా ఉంటే Domestic Value Added, World Value Added కంటే తక్కువగా ఉండవచ్చు.

15. Import Tariff – Consumer and Producer Welfare

15.1 Important Terms

Consumer Surplus (CS):

Producer Surplus (PS):

Net Economic Surplus.

15.2 Small-Country Tariff Model

16. Tariff Welfare – Complete Numerical

Given Assumptions

World Price = ₹100 per unit.

Import Tariff = ₹20 per unit.

Domestic Demand Function: Qd = 200 − P.

Domestic Supply Function: Qs = P − 60.

P = Domestic Price, Qd = Quantity Demanded, Qs = Quantity Supplied.

Step 1 – Free Trade Equilibrium

P = 100
Qd = 200 − 100 = 100
Qs = 100 − 60 = 40
Imports = Qd − Qs
= 100 − 40
Free Trade Imports = 60 Units

Step 2 – Price After Tariff

Domestic Price = World Price + Tariff
= 100 + 20
Domestic Price = ₹120

Step 3 – Quantity After Tariff

Qd = 200 − 120 = 80
Qs = 120 − 60 = 60
Imports = 80 − 60
Imports After Tariff = 20 Units

Graph 2: Demand, Supply and Imports

Tariff Impact – Illustrative Quantities

Scale: 100% bar width = 100 Units.
Competitive Small-Country Model.

Step 4 – Consumer Surplus Loss

CS Loss = [(Demand Before + Demand After) / 2] × Price Increase
CS Loss = [(100 + 80) / 2] × 20
= 90 × 20
Consumer Surplus Loss = ₹1,800

Step 5 – Producer Surplus Gain

PS Gain = [(Supply Before + Supply After) / 2] × Price Increase
PS Gain = [(40 + 60) / 2] × 20
= 50 × 20
Producer Surplus Gain = ₹1,000

Step 6 – Government Revenue

Government Revenue = Tariff per Unit × Imports After Tariff
= 20 × 20
Revenue = ₹400

Step 7 – Production Distortion Loss

Production DWL = 0.5 × (Supply After − Supply Before) × Tariff
= 0.5 × (60 − 40) × 20
Production DWL = ₹200

Step 8 – Consumption Distortion Loss

Consumption DWL = 0.5 × (Demand Before − Demand After) × Tariff
= 0.5 × (100 − 80) × 20
Consumption DWL = ₹200

Step 9 – Total Deadweight Loss

Total DWL = Production DWL + Consumption DWL
= 200 + 200
Total DWL = ₹400

Step 10 – Net Welfare Change

Net Welfare Change = Producer Gain + Government Revenue − Consumer Loss
= 1000 + 400 − 1800
Net Welfare Change = −₹400

Graph 3: Tariff Welfare Distribution

Consumer Loss Allocation – ₹1,800
Producer Gain ₹1,000 Government Revenue ₹400 Deadweight Loss ₹400
100% = ₹1,800 Consumer Surplus Loss.
Welfare accounting decomposition for this simplified model.
Most Important Exam Conclusion: Small-Country Tariff Modelలో World Price మారదని ఊహిస్తే Tariff వల్ల Domestic Producersకు లాభం, Governmentకు ఆదాయం కలిగినా Consumer Loss ఎక్కువగా ఉండి Net National Welfare తగ్గుతుంది.

17. Large-Country Tariff and Optimum Tariff

17.1 Terms of Trade Effect

Tariff వల్ల Foreign Export Price తగ్గితే Importing Countryకు Terms of Trade Gain కలగవచ్చు.

17.2 Optimum Tariff

Terms of Trade Gain, Domestic Distortion Costs

17.3 Simplified Formula

Optimal Tariff Rate ≈ 1 / Foreign Export Supply Elasticity

17.4 Example

Foreign Export Supply Elasticity = 5

Optimal Tariff ≈ 1 / 5 = 0.20
Optimal Tariff ≈ 20%

18. Import Quota –

18.1 Absolute Quota

18.2 Tariff-Rate Quota (TRQ)

18.3 Bilateral Quota

Import Quantity Limit.

18.4 Global Quota

19. Tariff vs Import Quota

TariffImport Quota
Import TaxImport Quantity Limit
Price-based RestrictionQuantity-based Restriction
Can Generate Government RevenueCan Generate Quota Rent
Import Volume Responds to Market ChangesQuantity May Remain Capped
Usually Transparent Tariff RateLicense Allocation May Matter
Raises Domestic Price in Simple ModelCan Raise Domestic Price

19.1 Quota Rent

Quota Rent = (Domestic Price − Import Acquisition Price) × Quantity Imported under Quota

19.2 Example

World Price = ₹100; Domestic Price = ₹120; Quota Imports = 20 Units. Transport, Other Costs

Quota Rent = (120 − 100) × 20
Quota Rent = ₹400

20. Tariff-Rate Quota (TRQ) – Numerical

Imported Quantity = 150 Tonnes; Customs Value = ₹10,000 per Tonne.

Step 1 – Within-Quota Tariff

First 100 Tonnes Value = 100 × 10000 = ₹10,00,000
Duty = 10,00,000 × 5%
= ₹50,000

Step 2 – Above-Quota Tariff

Next 50 Tonnes Value = 50 × 10000 = ₹5,00,000
Duty = 5,00,000 × 25%
= ₹1,25,000

Step 3 – Total Duty

Total Duty = 50,000 + 1,25,000
Total Tariff = ₹1,75,000

21. Non-Tariff Barriers and Measures

21.1 Main Categories

  • Import Licensing.
  • Quantitative Restrictions.
  • Technical Regulations.
  • Standards and Certification.
  • Sanitary and Phytosanitary Measures.
  • Import Prohibitions.
  • Rules of Origin Requirements.
  • Customs and Administrative Procedures.

21.2 Important Distinction

22. SPS – Sanitary and Phytosanitary Measures

Food Safety, Animal Health, Plant Healthకు సంబంధించిన Trade Measuresను SPS Measures అంటారు.

22.1 Examples

  • Food Contamination Limits.
  • Pesticide Residue Limits.
  • Plant Quarantine.
  • Animal Disease Controls.
  • Microbiological Food Safety.
  • Veterinary Drug Residue Requirements.

22.2 WTO SPS Agreement

23. TBT – Technical Barriers to Trade

Product Technical Regulations, Standards, Testing, Certification, Labelling వంటి అంశాలు TBT పరిధిలోకి రావచ్చు.

23.1 Examples

  • Electrical Product Safety Standards.
  • Vehicle Safety Requirements.
  • Product Labelling Standards.
  • Energy Efficiency Standards.
  • Technical Certification Requirements.

23.2 SPS vs TBT Comparison

SPSTBT
Food Safety, Animal and Plant HealthProduct Standards and Technical Regulations
Pesticide ResiduesEnergy Efficiency Labels
Plant QuarantineElectrical Safety Standards
Animal Disease RestrictionsVehicle Technical Standards
Exam Point: Pesticide Residue Limit – SPS; Electrical Appliance Energy Efficiency Standard – TBT.

24. Infant Industry Argument

24.1 Important Economists

Infant Industry Protection వాదన అభివృద్ధిలో Alexander Hamilton, Friedrich List పేర్లు ముఖ్యమైనవి.

24.2 Advantages

  • Learning by Doing.
  • Development of Domestic Industrial Capacity.
  • Technology Acquisition.
  • Economies of Scale.
  • Creation of Supplier Networks.
  • Strategic Industrial Development.

24.3 Criticism

  • Temporary Protection May Become Permanent.
  • Higher Consumer Prices.
  • Rent-Seeking and Lobbying.
  • Weak Incentives for Efficiency.
  • Difficulty Identifying Successful Infant Industries.

24.4 Mill–Bastable Test

24.5 Ideal Policy Design

కొత్త పరిశ్రమలకు ఇచ్చే మద్దతుకు Time Limit, Performance Targets, Technology Upgradation, Productivity Goals, Periodic Review అవసరం.

25. Other Arguments for Protection

25.1 National Security Argument

Defence Equipment, Critical Technologies, Essential Medical Supplies వంటి కీలక ఉత్పత్తుల్లో Strategic Capacityను పరిరక్షించడం.

25.2 Employment Argument

25.3 Balance of Payments Argument

25.4 Diversification Argument

25.5 Strategic Trade Policy

Economies of Scale, Imperfect Competition

25.6 Anti-Dumping and Injury Protection

Dumping, Actionable Foreign Subsidies, Import Surges వల్ల Domestic Industryకి Injury కలిగినప్పుడు WTO Rules ప్రకారం Trade Remedies ఉపయోగించవచ్చు.

26. Anti-Dumping Duty

26.1 Dumping Margin – Basic Concept

Dumping Margin = Normal Value − Export Price

26.2 Example

Normal Value = ₹1,000; Export Price = ₹850.

Dumping Margin = 1000 − 850
Dumping Margin = ₹150
Dumping Margin on Export Price = 150 / 850 × 100
≈ 17.65%

26.3 Important Clarification

27. Countervailing Duty (CVD)

27.1 Important Conditions

  • Identifiable Subsidy.
  • Relevant Specificity or Actionability.
  • Injury to Domestic Industry.
  • Causal Link.
  • Investigation under Applicable Law.

27.2 Anti-Dumping vs Countervailing Duty

Anti-DumpingCountervailing Duty
Below-Normal-Value Export PricingActionable Subsidisation
Dumping Margin RelevantSubsidy Amount Relevant
Material Injury AssessmentInjury Assessment

28. Safeguard Measures

28.1 Features

  • Response to Increased Imports.
  • Serious Injury or Threat Assessment.
  • Generally Temporary Protection.
  • Adjustment Period for Domestic Industry.
  • Subject to WTO and Domestic Legal Requirements.

28.2 Anti-Dumping vs Safeguard

28.3 Exam Comparison

MeasureMain Trigger
Anti-DumpingDumping plus Injury
CountervailingActionable Subsidy plus Injury
SafeguardImport Surge plus Serious Injury

29. WTO Principles on Trade Protection

29.1 Most-Favoured-Nation (MFN)

MFN Principle.

29.2 National Treatment

29.3 Tariff Binding

Maximum Tariff Ceiling.

29.4 Applied Tariff

Tariff Rate.

29.5 Example

Bound Tariff = 40%; Applied Tariff = 15%.

Tariff Water = Bound Rate − Applied Rate
= 40% − 15%
Tariff Water = 25 Percentage Points

29.6 WTO and Tariff Reduction

WTO వ్యవస్థలో Negotiated Tariff Commitments, Non-Discrimination, Transparency, Rules-Based Trade ముఖ్యమైనవి.

30. World Tariff Profiles 2026

World Trade Organization, International Trade Centre, UN Trade and Development కలిసి World Tariff Profiles 2026ను ప్రచురించాయి.

30.1 Main Coverage

  • Average Bound Tariffs.

30.2 Global MFN Trade – 2026

31. India's Foreign Trade Policy and Protection

31.1 Foreign Trade Policy 2023

India's Foreign Trade Policy 2023 1 April 2023

31.2 Role of DGFT

Directorate General of Foreign Trade (DGFT)

31.3 ITC (HS) Classification

Indian Trade Classification based on Harmonised System (ITC-HS)

31.4 Common Import Policy Categories

  • Free.
  • Restricted.
  • Prohibited.
  • State Trading Enterprise (STE).

Customs Duties, Product Regulations, Other Laws వర్తించవచ్చు.

31.5 Directorate General of Trade Remedies (DGTR)

DGTR భారతదేశంలో Anti-Dumping, Countervailing and Safeguard Investigationsకు సంబంధించిన Trade Defence Authority.

DGTR Investigation and Recommendation, Duty Imposition Notifications

32. Free Trade Agreements – FTA

32.1 FTA Main Features

  • Preferential Tariff Treatment.
  • Rules of Origin.
  • Market Access Commitments.
  • Customs Cooperation.
  • Trade Facilitation.
  • Dispute and Implementation Mechanisms.

32.2 Important Indian Trade Agreements

AgreementImplementation Date
India–UAE CEPA1 May 2022
India–Australia ECTA29 December 2022
India–EFTA TEPA1 October 2025
India–Oman CEPA1 June 2026
India–UK CETA15 July 2026
India–New Zealand FTA20 October 2026

32.3 Rules of Origin

32.4 Example

MFN Tariff = 10%; Eligible FTA Preferential Tariff = 0%.

Preferential Margin = 10% − 0%
= 10 Percentage Points

ఈ ప్రయోజనం పొందాలంటే Product Coverage, Rules of Origin, Documentation వంటి షరతులు నెరవేర్చాలి.

33. Types of Economic Integration

Integration FormMain Feature
Preferential Trade AgreementPreferences on Selected Goods
Free Trade AreaReduced Internal Tariffs; Separate External Tariffs
Customs UnionFree Internal Trade plus Common External Tariff
Common MarketGoods Trade and Greater Factor Mobility
Economic UnionDeeper Economic Policy Integration

33.1 FTA vs Customs Union

34. Trade Creation and Trade Diversion

34.1 Economist

Jacob Viner – Trade Creation and Trade Diversion.

34.2 Trade Creation

34.3 Trade Diversion

Trade Diversion.

34.4 Example

Domestic Unit Cost = ₹130.

Non-Member World Supplier Cost = ₹90.

FTA Partner Cost = ₹100.

Non-Member Importsపై 20% Tariff, Partnerపై Zero Tariff ఉంటే:

Non-Member Landed Cost = 90 × 1.20 = ₹108
FTA Partner Landed Cost = ₹100

కానీ Non-Member World Resource Cost ₹90 మాత్రమే.
