Economic Planning in India Telugu | 12 Five Year Plans, Mahalanobis Model, Planning Controversies | APPSC Economics

ఈ అధ్యాయంలో భారత ప్రణాళికల చరిత్ర, Planning Commission, National Development Council, 12 Five-Year Plans, Harrod–Domar Model, Mahalanobis Model, Planning Strategies, Major Controversies, NITI Aayog, Andhra Pradesh Special, Graphs, Numericals మరియు Practice MCQsను సమగ్రంగా అధ్యయనం చేద్దాం.

(Meaning of Economic Planning)

  • Specific Development Goals.
  • Time-Bound Targets.
  • Resource Allocation.
  • Sectoral Priorities.
  • Coordination among Economic Activities.
  • Monitoring and Evaluation.
  • Public Participation and Institutional Responsibility.

1.2 Economic Planning

1.3 Three Fundamental Economic Questions

  • What to Produce? –
  • How to Produce? –
  • For Whom to Produce? –
Exam Point: Economic Planning

23. Harrod–Domar Growth Model

Harrod–Domar Modelలో Savings, Investment, Capital–Output Ratio, Economic Growth మధ్య సంబంధాన్ని పరిశీలిస్తారు.

23.1 Main Formula

Growth Rate = Investment Ratio / Incremental Capital–Output Ratio

23.2 ICOR

ICOR పూర్తి రూపం Incremental Capital–Output Ratio.

ICOR = Change in Capital Stock / Change in Real Output

23.3 Numerical Example

Investment Ratio = 30% of GDP; ICOR = 4

Growth Rate = 30 / 4
Growth Rate = 7.5%

23.4 ICOR Interpretation

23.5 Model Limitations

  • Capital–Output Ratio
  • Technology Changes
  • Labour Quality, Institutions
  • Investment Efficiency

24. Mahalanobis Model –

Prasanta Chandra Mahalanobis

24.2 Capital Goods

Capital Goods.

24.3 Consumer Goods

Consumer Goods.

24.4 Strategic Reasoning

Graph 2: Mahalanobis Industrial Development Strategy

Investment in Heavy and Capital Goods Industries
↓
Higher Domestic Machinery Production
↓
Expansion of Investment Capacity
↓
Growth of Industrial Production
↓
Long-Term Economic Growth and Self-Reliance
Conceptual explanation of the industrial strategy.

24.5 Limitations and Criticism

  • Short-Term Consumer Goods Shortages.
  • Insufficient Attention to Immediate Employment.
  • Pressure on Agricultural Supply.
  • Long Gestation Period of Heavy Industries.
  • High Capital Requirements.
  • Implementation and Efficiency Challenges.

25. Major Controversies on Planning in India

26. Controversy 1 – Growth vs Equity

Growth-Oriented Argument

Equity-Oriented Argument

Balanced Approach

Exam Point: Growth and Equity

27. Controversy 2 – Agriculture vs Heavy Industry

Arguments for Agriculture

  • Food Security.
  • Rural Employment.
  • Immediate Consumption Needs.
  • Agricultural Surplus.
  • Support for Rural Demand.

Arguments for Heavy Industry

  • Long-Term Capital Formation.
  • Machinery Production.
  • Industrial Self-Reliance.
  • Technological Capability.
  • Infrastructure Development.

Major Controversy

Balanced Approach

Agricultural Productivity, Industrial Investment

28. Controversy 3 – Capital-Intensive vs Labour-Intensive Technology

Capital-Intensive Approach

Machinery, Automation, Advanced Equipment ద్వారా Output, Efficiency, Quality పెంచడంపై ప్రాధాన్యం.

Labour-Intensive Approach

Core Debate

Balanced Approach

Productivity, Competitiveness, Employment Generation

29. Controversy 4 – Public Sector vs Private Sector

Major Controversy

Balanced Approach

Public Interest, Competition, Efficiency, Regulation, Strategic Importance

30. Controversy 5 – Centralised vs Decentralised Planning

  • Large-Scale Infrastructure Planning.
  • National Resource Mobilisation.
  • Inter-State Project Coordination.

Decentralised Planning Advantages

  • Local Needs Identification.
  • Community Participation.
  • District and Village Level Priorities.
  • Better Local Accountability.

Major Controversy

Balanced Approach

National Development Goalsతో పాటు State and Local Planningకు ప్రాధాన్యం ఇవ్వడం.

31. Controversy 6 – Balanced Growth vs Unbalanced Growth

31.1 Balanced Growth – Ragnar Nurkse

31.2 Unbalanced Growth – Albert Hirschman

Unbalanced Growth Strategy.

31.3 Main Debate

Balanced Growth Unbalanced Growth
Coordinated Investment Across Sectors Selective Strategic Investment
Ragnar Nurkse Albert Hirschman
Broad-Based Expansion Linkage-Driven Expansion

32. Controversy 7 – Import Substitution vs Export Promotion

32.1 Import Substitution

32.2 Arguments for Import Substitution

  • Infant Industry Protection.
  • Domestic Industrial Development.
  • Reduced Import Dependence.
  • Strategic Self-Reliance.

32.3 Criticism

  • Less Competition.
  • Higher Domestic Prices.

32.4 Export Promotion

32.5 Main Debate

32.6 Balanced Approach

33. Controversy 8 – Small-Scale Industries vs Large-Scale Industries

Small-Scale Industries Advantages

  • Entrepreneurship.
  • Regional Distribution of Industries.
  • Flexible Production.

Large-Scale Industries Advantages

  • Economies of Scale.

  • Large Capital Investment.
  • High Production Capacity.

34. Controversy 9 – Land Reforms vs Green Revolution

34.1 Land Reforms

34.2 Green Revolution

HYV Seeds, Irrigation, Fertilisers, Improved Agricultural Technology

34.3 Main Controversy

34.4 Balanced Approach

Land Access, Irrigation, Agricultural Technology, Credit, Market Access, Farmer Income

36. Controversy 11 – Growth vs Environmental Sustainability

Sustainable Planning Measures

  • Renewable Energy.
  • Energy Efficiency.
  • Sustainable Agriculture.
  • Water Resource Management.
  • Pollution Control.
  • Climate-Resilient Infrastructure.

37. Controversy 12 – Plan Targets vs Actual Outcomes

Reasons for Target–Outcome Gap

  • Incorrect Forecast Assumptions.
  • Resource Constraints.
  • External Economic Shocks.
  • Implementation Delays.
  • Institutional Weaknesses.
  • Natural Disasters.
  • Changes in Government Priorities.

Target Achievement Formula

Achievement Ratio (%) = (Actual Achievement / Planned Target) × 100

Numerical Example

Target Growth = 8%; Actual Growth = 6%

Achievement Ratio = (6 / 8) × 100
Achievement Ratio = 75%

38. Criticism of Indian Economic Planning

  • Centralisation of Decision-Making.
  • Bureaucratic Delays.
  • Weak Programme Implementation.
  • Resource Allocation Inefficiencies.
  • Industrial Licensing Restrictions.
  • Uneven Regional Development.
  • Persistent Poverty and Underemployment.
  • Insufficient Local Participation in Some Programmes.

  • Development of Basic Industries.
  • Growth of Irrigation and Power Infrastructure.
  • Expansion of Education and Healthcare.
  • Scientific and Technological Capacity.
  • Growth of Public Institutions.
  • Agricultural Productivity Improvements.
  • Development of Transport Networks.

43. Economic Planning – Important Numerical Problems

43.1 Growth Rate Calculation

Previous GDP = ₹250 Lakh Crore; Current GDP = ₹270 Lakh Crore

Growth Rate = [(270 − 250) / 250] × 100
Growth = 8%

43.2 ICOR Calculation

Investment Ratio = 32%; Growth Rate = 8%

ICOR = 32 / 8
ICOR = 4

43.3 Investment Requirement

Target Growth = 8%; ICOR = 4

Required Investment Ratio = Growth Target × ICOR
= 8 × 4
Required Investment Ratio = 32% of GDP

43.4 Plan Expenditure Growth

Plan Expenditure ₹5,000

Growth = [(6500 − 5000) / 5000] × 100
Expenditure Growth = 30%

43.5 Target Achievement

Achievement Rate = (8 / 10) × 100
Achievement Rate = 80%

43.6 Shortfall from Planned Target

Target GDP Growth = 9%; Actual Growth = 7.5%
